Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 3rd January 2008 at 7.30 p.m.

The following were present: Councillors Mrs Dimond, Mrs Oliver, Perryman, Clerk Fraser, County Councillor Legg, PC P. Moore (Dorset Police) 1 members of the press.

Public Participation Session:

In the absence of the Chairman & Vice Chairman, Cllr Mrs Dimond was elected to the chair.

07.52 Apologies for absence: Cllrs Hunt, Kellaway, District Councillor Gould,
07.53 Declaration of interest in items on the agenda: Cllr J. Perryman declared an interest in the applications for Manderley, Oborne, as a contractor for the work should the applications be approved.
07.54 The minutes of the meetings held on 30th October 2007 were confirmed and signed by the Chairman as an accurate record.
07.55 Matters arising:
07.55.01 .Weed growth in River Yeo at Oborne: Clerk reported on reply by DCC & that Mr Coward has now cleared the weed.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: Clerk reported on email sent by WDDC Cllr Gould explaining reasons for rejection of planning application for land adjacent to Poyntington House, and that the likelihood of land suitable for low cost housing being found in our parishes was very small. Cllr Perryman wondered if the Magna Housing land adjacent to #1 Bangers, Oborne, would be eligible for consideration. The clerk undertook to find out and take any necessary action.

PC 229 Peter Moore introduced himself and explained the new policy, in place from April 2008, whereby there would be greater involvement by the police in the affairs of rural communities, and that we could expect the presence of himself or PCSO Sue Goslin at future meetings. The clerk to publicise this on noticeboards and the website.

DCC Cllr Robin Legg undertook to see if the Highways Department took responsibility for the small stretch of the River Yeo north of the bridge to where it passes through the property of Grange Farm in Oborne.

Cllr Legg reported that the County Council had this year received much improved funding from central government and was now studying spending priorities

He also undertook to arrange a meeting between DCC officers and the Castleton councillors to discuss the proposals for improving the junction at Dancing Hill.

07.56 The financial report for the year 2006-07 to date was received and accepted.
07.57 Payments in accordance with budget were approved: Clerk salary: £300.21; Hire of Oborne Village Hall £15.00; Clerk: salary arrears following national agreement: £28.88; Clerk: reimbursement of SLCC subscription for 2008: £59.00; Milborne Port Computer Services: website maintenance 1/1/07-31/12/07: £111.62
07.58 Planning applications dealt with since last meeting or at this meeting:
07.58.01 Terrace Playing Fields 1/D/07/001505 Construct 2 mini tennis courts & practice hitting wall, together with 4 floodlights & perimeter fencing. Planning permission approved
07.58.02 Grange End House, Oborne 1/D/07/001839 Erect extension. Planning permission approved.
07.58.03 Land adjacent to Poyntington House. 1/E/06/002448 Erect chalet bungalow & construct new access. Planning permission refused.
07.58.04 Manderley, Oborne 1/D/07/002026 Remove garage and create parking space. Erect porch. Planning application. Parish Council recommendation: No objection
07.58.05 Manderley, Oborne 1/D/07/002026 Remove garage and create parking space. Erect porch. Listed  Building Consent. Parish Council recommendation: No objection
07.58.06 Grange Hotel, Oborne. CA/07/00385. To fell 1 eucalyptus tree. Authorisation granted.
07.59 The following reports on meetings attended were received:  None
07.60 Council noted the list of other items of correspondence received by the clerk.
 

The following items were raised for next meeting’s agenda:

To consider supporting Sherborne Town Council in its plan to extend the hours of Pedestrianisation of Cheap Street, Sherborne (Cllr Mrs Oliver)

There being no further business the Chairman declared the meeting closed at 8.10 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 6th March 2008 at 7.30 p.m. at Oborne Village Hall.
