Minutes of Meeting held at Oborne Village Hall on Thursday 6th September 2007 at 7.30 p.m.

The following were present: Councillors Mason, Buckland, Mrs Dimond, Hunt, Mrs Oliver, Kellaway, Clerk Fraser, District Councillor Gould, 1 member of the public.

 Public Participation Session:  

07.27 Apologies for absence: Cllr Perryman, DCC Cllr Legg
07.28 Declaration of interest in items on the agenda: None
07.29 The minutes of the meetings held on 5th July 2007 were confirmed and signed by the Chairman as an accurate record.
07.30 Matters arising:
07.30.01 Clerk reported on the letter received on from Mr R Sewill (Principal Land Agent DCC) about maintenance of River Yeo at Oborne.
07.30.02 The issue of possible flood wardens for Oborne & Poyntington was discussed following receipt of enquiry by WDDC. Council decided these would not be appropriate for our parishes
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included

07.31 The financial report for the year 2006-07 to date was received and accepted.
07.32.1 Payments in accordance with budget were approved: Clerk salary: £300.21; Hire of Oborne Village Hall £15.00; Clerk repayment for annual website hosting charge: £58.75; BDO Stoy Hayward LLB: £141.00 Audit Fees
07.32.2 Cllr Mrs Oliver reported that the funds for Poyntington Play Area, temporarily made out to Poyntington Village Hall for restoration work, have now been restored to the play area account, and negotiations are under way for the purchase of suitable play equipment.
07.33 The Annual Return for year ended 31 March 2007 was accepted and approved by the Council following audit.
07.34 Notice boards in Poyntington & Oborne. Council agreed that Cllr Hunt would re-install the notice board at Oborne Village Hall, and seek quotations from a local source to make new boards to a suitable standard for the centre of Poyntington, and the London Road end of Oborne. It is likely that these will be significantly cheaper than anything available from a commercial supplier.
07.35 Planning applications dealt with since last meeting or at this meeting:
07.36.01 1/E/07/000783. Land adjacent to Welgoer. To develop the land by erecting 4 low cost dwellings. Outline planning permission refused.
07.36.02 1/E/07/000903. Wheatsheaf Farm, Corton Denham. Erect stables and store. Planning permission approved.
07.36.03 1/E/07/000963. Manderley, Oborne. Removal of garage to create parking spaces. Erect porch. Planning permission refused
07.36.04 1/E/07/001399. Grange End House, Oborne. Erect extension. Parish Council recommendation: Object on grounds of size being inappropriate for location in the conservation area, loss of privacy for neighbour’s property, loss of green hedge, and design concerns about the possibility of the extension being readily adaptable to a separate dwelling.
07.36.05 1/D/07/001282. Paddock adjacent to Guest Hill, Poyntington. Change of use of paddock to play area. Parish council recommendation: No objection
07.37 The following reports on meetings attended were received:  
07.38 Council noted the list of other items of correspondence received by the clerk.
07.39 Council agreed that the next meeting will be held on Tuesday 30th October 2007 at Poyntington
 

The following items were raised for next meeting’s agenda:

  • The designation of the Terrace footpath in Castleton, and the approach to be made to Sherborne Town Council on this matter. 

There being no further business the Chairman declared the meeting closed at  8.50 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Tuesday 30th October 2007 at 7.30 p.m. at Poyntington Village Hall.
