Yeohead & Castleton Parish Council

Draft  Minutes of Meeting held at Poyntington Village Hall on Thursday 5th July 2007 at 7.30 p.m.

The following were present: Councillors Mason, Mrs Oliver, Kellaway, Perryman, Clerk Fraser, District Councillor Gould, DCC Councillor Legg, 2 members of the public.

Public Participation Session:  re Minute 07.21 Mr Woolley (Poyntington Village Hall Committee) explained the reasons for the request and the costs involved.

07.14 Apologies for absence: Cllr Mrs Dimond
07.15 Declaration of interest in items on the agenda: Cllr Mrs Oliver declared an interest in item minuted as 07.23 as a member of the Poyntington Village Hall Committee
07.16 The minutes of the meetings held on 10th May 2007 and 1st June 2007 were confirmed and signed by the Chairman as an accurate record.
07.17 Matters arising:
0717.01 Notice Boards: Cllr Perryman brought some brochures and quotations for other village noticeboards. The Clerk to produce a report and the matter would be discussed further when the budget for 2008-09 was decided
07.17.02 Clerk reported on speed check results in Oborne. DCC Cllr Legg explained the speed check results in more detail and stated he would try to restore the service provided by the Safety Camera Partnership, especially for the times when the checks showed more speeding. He also agreed that the plant growth obscuring the speed limit signs should be removed.
07.17.03 Clerk reported on developments with regard to possibly dangerous trees on A30 in Oborne.
07.17.04 Clerk informed council on his responses to the Connecting Dorset application questionnaire.
07.18 Council co-opted Mr Alan Buckland to the parish council to represent the parish of Goathill. Cllr Buckland signed a Declaration of Acceptance of Office (Revised Code)
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included:  DCC Cllr Legg introduced and outlined the main points of the Dancing Hill Improvement Feasibility Study. A copy is available for councillors to study prior to a consultation meeting yet to be arranged. Also, a consultation would be likely in the near future to discuss the plans for improvement of the A30 from the road to Oborne and Blackmarsh Farm

WDDC Cllr Gould stated that the application for low-cost housing adjacent to Welgoer, Poyntington was about to be published. The application was to be refused.

07.19 The financial report for the year 2006-07 to date was received and accepted.
07.19.01 The Annual Return for the year ended 31 May 2007 was approved
07.20 Payments in accordance with budget were approved: Clerk salary: £300.21; Hire of Poyntington Village Hall £25.00; Grant to Poyntington Village Hall (temporarily vired from play area development grant) £500; a very short term loan to Poyntington Village Hall Committee of £132.50 for the costs of submitting a planning application for play equipment in Poyntington. (see minute 07.21)
07.21 The parish council received a request from Poyntington Village Hall Committee to assist them by submitting a planning application for play equipment on their behalf. The parish council decided to loan the sum of £132.50.
07.22 The council confirmed Minute 06.71 to make a temporary grant for repairs to Poyntington Village Hall of £500 on condition the Village Hall Committee makes a similar sum available for play equipment as soon as possible.
07.23 The parish council considered the revised Code of Conduct documents and decided to adopt the revised code together with paragraph 12(2). Councillors signed new Declarations of Acceptance of Office.
07.24 Planning applications dealt with since last meeting or at this meeting:
07.24.01 1/E/07/000756 Tithe Barn, Poyntington – Replace asbestos slates with natural slates and install 3 roof lights – No objection
07.24.02 1/E/07/000609 Apperley (to be known as “High Bank”), Poyntington. Erect proposed double garage. Planning permission approved
07.24.03 1/E/07/000963. Manderley, Oborne. Removal of garage to create parking spaces. Erect porch. Parish council recommendation: No objection
07.24.04 1/E/07/000903 Wheatsheaf Farm, Corton Denham. Erect stables and store. Parish council recommendation: No objection
07.24.05 1/E/07/001149 Manderley, Oborne. Demolish carport and create new parking space. Council recommended no objection to application for listed building consent
07.24.06 1/E/07/000461 Court House, Poyntington. Construct swimming pool. Planning permission approved.
07.25 The following reports on meetings attended were received:  None
07.26 Council noted the list of other items of correspondence received by the clerk.
 

 

The following items were raised for next meeting’s agenda:

  • The clerk was asked to write to DCC and the Environment Agency to explain the situation with regard to the risk of possible flooding in Oborne and seek views and guidance.  .

 There being no further business the Chairman declared the meeting closed at  8.57 p.m.

 

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 6th September 2007 at 7.30 p.m. at Oborne Village Hall.
