Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 4th January 2007 at 7.30 p.m.

The following were present: Councillors Mason, Kellaway, Mrs Oliver, Perryman, Clerk Fraser, County Councillor Legg, District Councillor Gould, 0 members of the public.

Public Participation Session:  

06.54 Apologies for absence: Cllr Hunt
06.55 Declaration of interest in items on the agenda: None
06.56 The minutes of the meeting held on 2nd November 2006 were confirmed and signed by the Chairman as an accurate record.
06.57 Matters arising:
06.57.01 Clerk reported on the letter of thanks for grant aid received from Nordcat and would follow up the request for local take-up figures.
06.57.02 Clerk read the email from Sir Robert Corbett about the Oborne footpaths and reported that the requested work has been passed to DCC for action.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: County Councillor Legg provided more detail about the DCC proposal to improve the junction of the Oborne village road and the A30, and the footpath between the junction and Blackmarsh Farm, perhaps in the financial year 2010-2011. He also stated that the Gypsy & Traveller Liaison Officer for DCC is trying to make contact with the owners of the caravan parked on the valley road between Oborne & Poyntington.

District Councillor Gould explained in more detail the issues concerning a planning application for a bungalow in Poyntington that the parish council would be receiving next week. He also pointed out that WDDC & DCC were looking to evolve a revised arrangement of responsibilities to avoid a massively expensive reorganisation of local government., and that WDDC were on target to demand a  precept at an increase of 2.5% (one of the best in the country).

06.58 The financial report for the year 2006-07 to date was received and accepted.
06.59 Council decided to defer consideration of a request to provide 5% of grant aid request for roof repairs to Poyntington Village Hall until receipt of a definite proposal following a clarification of DCA’s position.
06.60 Payments in accordance with budget were approved: Clerk salary: £300.21; Hire of Oborne Village Hall £15.00; Clerk’s postage expenses: £2.76; SLCC membership for 2007:£55; Milborne Port Computer Services – management of website: £82.25 incl. VAT
06.61 Planning applications dealt with since last meeting or at this meeting:
06.61.1 1/E/06/001766 Linden House, Poyntington. First floor extension and internal alterations to form an additional bedroom with en-suite bathroom facilities for a dependant relative. Planning permission approved
06.61.2 1/E/06/001128 Sherborne Rugby Football Club, Castleton. Erect 6 floodlights on 10m columns to training area on Terrace playing fields. Planning permission approved, with conditions
06.61.3 1/E/06/002222 Stonecroft, 1Church View, Oborne. Erect two storey extension. Parish council recommendation: Object on grounds of adverse impact on neighbouring property.
06.62 The following reports on meetings attended were received: None
06.63 Council noted the list of other items of correspondence received by the clerk.

The following items were raised for next meeting’s agenda:
  • Grant to support grant aid request for repairs to Poyntington Village Hall
  • Request to Sherborne Town Council & Sherborne Area Partnership to purchase and deploy a Speed Indicator Device

There being no further business the Chairman declared the meeting closed at  8.30 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 1st March 2007 at 7.30 p.m. at Poyntington Village Hall.
