Minutes of Meeting held at Oborne Village Hall on Thursday 6 July 2006 at 7.30 p.m.

The following were present: Councillors Buckland, Mrs Dimond, Hunt, Kellaway, Mrs Oliver, Perryman, Clerk Fraser, District Councillor Gould, 0 members of the public.

 Public Participation Session and reports by representative of Dorset Police:  The clerk reported on the information obtained from Dorset Police under the Freedom of Information Act for crimes and reported incidents in the Rural Sherborne North area for 2005-2006.

06.13 Apologies for absence: Cllr Mason (in hospital)
06.14 Declaration of interest in items on the agenda: None
06.15 The minutes of the meeting held on 4th May 2006 were confirmed and signed by the Chairman as an accurate record.
06.16 Matters arising:
06.16.01 Field adjacent to Fossil Barn, Poyntington – being used for storage of  agricultural items and therefore not eligible for enforcement action by WDDC officers (Minute 6.10) Poyntington councillors would monitor the situation regularly.
06.16.02 Clerk reported on correspondence with Carlisle Process Systems Ltd (Wincanton Engineering) about the hedgerow on western verge of Castletown Way – a detailed response was awaited; the clerk will copy the correspondence to Mr Cheleda (DCC) and urge action to be taken, ideally before the start of the new school term.
06.16.03 The clerk informed the meeting of the new laws affecting light pollution and how complaints would now be dealt with.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.
06.17 The financial report for the year 2005-6 to date was received and accepted.
06.18 Payments in accordance with budget were approved: Clerk salary: £301.21; Hire of Oborne Village Hall £15.00
06.19 Council reviewed and approved Sections 1 & 2 of the audit Annual Return for 2005-06
06.20 Council reviewed and adopted the Council’s Risk Assessment  2006 document. (to be posted on website)
06.21 Council agreed to appoint Cllr Kellaway as a Trees Officer to undertake initial responses on behalf of the parish council on receipt of an application to undertake tree work. Council further requested the clerk to draw up a statement of procedural principles to be followed for tree work applications – draft statement to be submitted to council at the next meeting.
06.22 Council received the draft report on the Oborne Annual Village Meeting and agreed to postpone further actions with respect to the places about which the village expressed concern until more detailed information was available. The clerk would advise Roger Sewill, Estates Dept DCC of the concern expressed about the plantation area leading north off Underhill Lane, Oborne, and of the desire to find a satisfactory resolution to the state of the buildings on Mill Close farmyard.
06.22 Planning applications dealt with since last meeting or at this meeting:
06.22.(a & b) Appeals against WDDC refusal of planning permission (1/E/05/000891) – The Court House, Poyntington & (1/E/05/002068) – Land next to Welgoer Farmhouse, Poyntington were both dismissed by the planning inspectors.
06.22.01 1/E/06/000242. Higher Clatcombe Farm, Castleton.  Demolish farm building and erect extension to steel framed barn. Planning permission approved.
06.22.02 1/E/06/000892. Tithe Barn, Poyntington. Replace asbestos slates with reclaimed double roman clay tiles and install 3 conservation roof lights. Planning permission approved.
06.22.03 CA/06/00126. Lower Farmhouse, Oborne. To fell 1 sycamore tree. Authorisation granted.
06.22.04 1/E/06/001094. Sherborne Golf Club, Castleton. Erect covered practice area. Council recommendation: To approve but to recommend that the colours used would merge properly with the rural environment, and that the structure be masked with some trees.
06.22.05 1/E/06/001159. Silverlake House, Castleton. Remove existing conservatory and erect replacement garden room. Council recommendation: No objection.
06.22.06 1/E/06/001131 (Retrospective Application) – Listed Building Consent: Manderley, Oborne. Remove painted softwood staircase / provide oak replacement. Council recommendation: No objection
06.22.07 1/E/06/001108 The Oak House, Corton Denham, Poyntington. Erect new 1st floor studio extension above existing garage with link to main house. Council recommendation: No objection.
06.22.08 1/E/06/001128. Training area, Sherborne Rugby Club. Erect 6 floodlights to practice area. Council recommendation: to approve but to draw attention to the need to pay due attention to the light pollution possibility, and to request that a restriction as to the hours of use is made for the benefit of neighbours.
06.23 The following reports on meetings attended were received:
06.23.1 Cllr Mrs Dimond had attended the Ironman preparation meeting 8th May. The event in 2006 will take place entirely in Dorset, at no cost to the local communities and with minimal disruption to the main roads (e.g. no crossing of the A30 this year). The organisation is improving year on year.
06.24 Council noted the list of other items of correspondence received by the clerk. The clerk drew attention to the Dorset AONB Partnership publication “Making the most of Dorset’s Environment” and to the NALC report on the White Paper on the Parish and Town Council sector.

The following items were raised for next meeting’s agenda
  • A progress report on the Dancing Hill project.

  • Request for highway works in our parishes for visit of Cllr Legg & Kevin Cheleda.

 .There being no further business the Chairman declared the meeting closed at  8.45 p.m.

   

 

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 7th September 2006 at 7.30 p.m. at Poyntington Village Hall.
