Minutes of Meeting held at Poyntington Village Hall on Thursday 4th May 2006 at 8.00p.m.

The following were present: Councillors Mason, Mrs Dimond, Hunt, Kellaway, Mrs Oliver, Clerk Fraser, District Councillor Gould, 12 members of the public.

 Public Participation Session and reports by representative of Dorset Police:  There was some discussion about the future and current use of Fossil Barn, Poyntington. WDDC Cllr Gould stated that there was no breach of the planning regulations at this moment.

06.01

Apologies for absence: Cllr Buckland, DCC Cllr Legg

06.02

Declaration of interest in items on the agenda: Cllr Hunt – a prejudicial interest in item 06.09.04 during the discussion of which Cllr Hunt left the room.

06.03

The minutes of the meeting held on 2nd March 2005 were confirmed and signed by the Chairman as an accurate record.

06.04

Matters arising:

06.04.01

Wincanton Engineering hedge on Castle Town Way. DCC explained the change in enforcement staff had delayed attention to this matter that is now being addressed. The Clerk was asked to write again to DCC expressing concern that nothing had appeared to have been done.

 

The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: WDDC Cllr Gould stated that the Local Plan final meeting would be 6 June at which it is hoped it would be accepted and implemented from July 2006.

The Clerk reported on behalf of DCC Cllr Legg that the 40mph restriction on New Road, and Gas House Hill, Sherborne is now in place.

06.05

The Council agreed to accept the quotation by Zurich Municipal for annual insurance as detailed in the report  by the clerk – with any necessary minor adjustments to deal with the increased value of installed play equipment

06.06

The financial report for the year 2005-6 to date was received and accepted.

06.07

Payments in accordance with budget were approved: Clerk salary (includes arrears following national agreement on clerks’ remuneration deferred for 2005-06 & SLCC subscription of £64: £843.10; Hire of Poyntington Village Hall £15.00; Oborne Play Equipment Association (annual maintenance grant) £400; Poyntington Village Hall Committee (maintenance grant for play area) £400; DAPTC (annual subscription) £90.53; Milborne Port Computer Services (6 months website maintenance) £80; The Queen Thorne (grant / printing of minutes) £50; Insurance  (see minute 06.05 above)

06.08

Council co-opted Mr Jason Perryman to represent the electors in Oborne. Cllr Perryman was welcomed to the council and signed a declaration of acceptance of office and received a registration of interests form.

06.09

Cllr Mrs J Oliver raised the possibility of redesignating Pub Lane, Poyntington as a Restricted Byway. Council decided to ask the clerk to investigate and report back.

06.10

Cllr Mrs J Oliver requested the council to take appropriate action regarding the use of Fossil Barn, Poyntington as a dwelling in apparent contravention of the planning permissions granted for the property. Council decided to make enquiries about the state of the field adjacent to Fossil Barn, currently used for storage, and for the clerk to report back.

Planning applications dealt with since last meeting or at this meeting:

06.09.01

Lower Oborne Farm. Tree felling of 1 horse chestnut tree, and topping out 1 cypress tree – WDDC authorisation granted

06.09.02

Grange Farm, Oborne. 1/E/06/000144. Erect porch to rear elevation. Planning permission and listed building consent granted

06.09.03

Lower Farmhouse, Oborne. CA/06/00126. To fell 1 sycamore tree. Parish Council recommendation: to state that the reasons given did not seem adequate to justify felling the tree.

06.09.04

Higher Clatcombe Farm, Castleton. 1/E/06/000242. Demolish farm building and erect extension to steel framed barn. Parish Council recommendation: Approval.

06.10

Council noted the list of other items of correspondence received by the clerk.

The following items were raised for next meeting’s agenda

Clerk to ask DCC Cllr Legg to update council on the situation of Dancing Hill, Sherborne.

There being no further business the Chairman declared the meeting closed at  8.35 p.m.

 The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 6th July 2006 at 7.30 p.m. at Oborne Village Hall.
