Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 2nd November 2006 at 7.30 p.m.

The following were present: Councillors Mason, Buckland, Kellaway, Mrs Oliver, Perryman, Clerk Fraser, District Councillor Gould, 15 members of the public.

Public Participation Session:  The proposal to offer a site in Poyntington was discussed at length, and Mr Andy Lloyd (DCA Rural Housing Enabler) explained the effect of the new planning policies for the provision of affordable housing. (See Minute 06.50)

06.41 Declaration of interest in items on the agenda: None
06.42 The minutes of the meeting held on 7th September 2006 were confirmed and signed by the Chairman as an accurate record.
06.43 Matters arising:
06.43.01 Hedgerow on Castle Town Way. Cllr Mrs Dimond reported through the clerk that the work had been satisfactorily completed and school pupils were using the verge. Council also noted the observations in a letter from the Managing Director of Carlisle Processing Systems to Dorset County Council Highways Enforcement Department.
06.43.02 Misspelled fingerpost on B3145. DCC have corrected this
06.43.03 Spring water by Washingpool, Poyntington. DCC agreed to look into this and have marked up the road ready for work.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: Cllr Gould reported that WDDC were finalising the budget for 2007-08 and were seeking a precept below the current rate of inflation, and that the council’s finances were on a sound footing, so that several projects would be able to go ahead. Cllr Gould also addressed the affordable housing issue, pointing out that there were many hurdles to be overcome, and that other villages will have a more clearly identified need.

06.44 The financial report for the year 2006-07 to date was received and accepted.
06.45 The Council accepted and approved the Annual Return for 2005-06. The Council further received and noted the Issues Arising report. The Council approved the proposal to undertake a risk assessment at the May meeting each year.
06.46 Payments in accordance with budget were approved: Clerk salary: £301.21; Hire of Oborne Village Hall £15.00; £200 each to the PCC’s of Oborne, Poyntington & Goathill for churchyard maintenance; £200 to Nordcat; £70 to Age Concern, Sherborne. In the absence of Cllr Mrs Dimond, Council gave permission for the clerk to act as 2nd signatory on the cheques.
06.47 Council approved the following payments, in accordance with the budget, made during September & October 2006; £10 to Dorset County Training Partnership for Chairmen’s Seminar; £58.75 BDO Stoy Hayward LLB (Audit).
06.48 Council deliberated on the draft budget proposals for 2007-08 as tabled by the Responsible Financial Officer and decided that the agreed expenditure would be £5,930; reserves would be £700. Council further decided to demand a precept of £5380, taking into account the surplus to be brought forward from 2006-07. The following amendments to the tabled proposals were made by the Council: Administration expenses were reduced from £300 to £250; £500 would be made available to Poyntington Village Hall Committee for expenditure on play equipment for the play area; £150 would be available for each of Oborne & Poyntington Village Halls to use to demonstrate Parish Council support when seeking grant aid for renovation / refurbishment work.
06.49 Planning applications dealt with since last meeting or at this meeting:
06.49.1 1/E/06/001640 College Farm, Oborne – Erect replacement conservatory. Planning permission approved
06.49.2 1/E/2006/1715 (DCC) – Sherborne Castle Estate Yard, Castleton. Change of use of the Estate Yard to include the processing of stone (in addition to that sourced from Frogden Quarry) which derives from Whithill quarry or any other extraction which may be permitted from the Sherborne Castle Estate. Parish Council recommendation: No objection.
06.49.3 1/E/06/001766 Linden House, Poyntington. First floor extension and internal alterations to form an additional bedroom with en-suite bathroom facilities for a dependant relative. Parish Council recommendation: No objection
06.49.4 CA.06/00263. Manderley, Oborne. To fell 1 Aspen Tree & repollard 1 willow tree. Parish Council recommendation: No objection.
06.49.5 1/E/06/001502. Turnpike House, Clatcombe Lane. Erection of garage and workshop/store, replacing wooden stairs with natural stone. Planning permission approved.
06.50 This item was debated after Item 06.43.03 to allow Mr Lloyd to leave early. The Council decided a reply to Andy Lloyd concerning his approach about an offer of land in Poyntington for affordable housing should request more details about the 5 households expressing a desire for housing in our parishes, and point out the unsuitability of the site under discussion.
06.51 The following reports on meetings attended were received:
06.51.1 The Chairman reported on the Chairmen’s Seminar (DAPTC) – September 2006
06.51.2 The Chairman further reported on the DAPTC meeting at Sherborne on 12th September 2006
06.51.3 Cllrs Kellaway & Perryman reported on the Highways to Rural seminar – it seems the issue is whether our roads are cluttered with too many signs – there is some evidence to suggest that having no road markings and warning signs leads to more careful motoring.
06.52 Council noted the list of other items of correspondence received by the clerk.
