Minutes of Meeting held at Oborne Village Hall on Thursday 2nd March 2006 at 7.30 p.m.

The following were present: Councillors Mason, Mrs Dimond, Kellaway, Ms Limer, Mrs Oliver, Clerk Fraser, District Councillor Gould, 8 members of the public.

Public Participation Session and reports by representative of Dorset Police:

  1. The Castleton Footpaths Liaison Officer reported on the debate in the House of Lords on the Natural Environment and Rural Communities Bill, and how there is a likelihood the applications in Castleton & Sherborne would fall because they were lodged after the proposed cut-off date of 19th May 2005.
  2. The owners of the quarry in Stony Lane, Oborne presented an outline of their plans for building a dwelling/woodworking shop on the land.
  3. No representatives from Dorset Police were present.

05.67 Declaration of interest in items on the agenda:  Cllr Greg Kellaway re any discussion on Mill Close Farm (see Agenda – Correspondence Received)
05.68 The minutes of the meeting held on 8th December 2005 were confirmed and signed by the Chairman as an accurate record.
05.69 Matters arising:
05.69.1 The clerk reported that DCC had undertaken a speed measurement test and the recorded speeds did not meet the criteria for a Speed Indicator Device on A30 road at Oborne. Cllr Legg intimated before the meeting that he would try to persuade DCC to use an alternative and more appropriate speed test method to see if a prolonged test would produce a different result.
05.69.2 Laybys between Goathill & Purse Caundle. DCC pointed out the layby in question is in Purse Caundle parish, and is the subject of some fly-tipping nuisance. Clerk to contact Purse Caundle Parish Council to see if an agreement can be reached as to what DCC with WDDC could do. The soil will, however, be removed and the road thoroughly swept.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: WDDC Revised Local Plan and the Inspector’s Report. District Councillor Gould pointed out that a significant change for villages without DDB’s would involve some relaxation of the planning restrictions for such villages. For example, affordable housing where a need could be shown via a Housing Needs Survey may be permitted. WDDC will work for a reduction in the annual number of new properties to be built in line with the Regional plan. There will be 6 weeks for consultation after 4th April.

05.70 The financial report for the year 2005-6 to date was received and accepted.
05.71 Payments in accordance with budget were approved: Clerk salary £211.82; Hire of Oborne Village Hall £20.00 (February & March);
05.72 Planning applications dealt with since last meeting or at this meeting:
05.72.1 1/E/05/002427 Gainsborough Dairy House, North Wootton, CASTLETON. Listed Building Consent. Convert store rooms into ancillary accommodation and carry out internal alterations. Listed Building Consent approved
05.72.2 1/E/05/002105 Cherry Bryn POYNTINGTON. Erect two storey extension. Planning approval granted.
05.72.3 1/E/05/002234. Sherborne Castle, CASTLETON. Erect extension to form disabled WC. Planning approval granted.
05.72.4 1/E/06/000144 & 5 Grange Farm, OBORNE. Listed Building Consent and planning application. Erect porch to rear elevation and carry out internal and external alterations.  Parish Council recommendation: No objections

  1. Council decided to make no further representations with regard to the appeal concerning 1/E/05/002068 Wellgoer Farmhouse, POYNTINGTON – Erect detached dwelling with double garage. Construct vehicular access
  2. Council decided to make no further representation with regard to the appeal concerning 1/E/05/000891 The Court House, POYNTINGTON – Change of use of land to form extension of residential curtilage (involving tennins court with perimeter fencing.
05.74 Council decided to register with DCC its objection to the application by Trail Riders’ Federation to redesignate Trent Path Lane, Quarr Lane and Ratleigh Lane in Castleton as byways open to all traffic. It further decided to support the Sherborne Town Council’s letter on this matter. It also wished to record its thanks to Mr Hart, the Rights of Way Liaison Officer for Castleton for his actions with regard to this application.
05.75 The following reports on meetings attended were received:
05.75.1 Sherborne Area Forum. 10th February 2006 Cllr Mrs Oliver reported on the meeting attended by herself and the Chairman. The Final Action Plan for Sherborne and the surrounding area will be published after May 7th. However, the Workshop on Environment, at least, was considered to be too narrowly focussed, as was the recycling issue.
05.75.2 DAPTC Area Committee Meeting – 21 February 2006. The Chairman drew attention to the proposed Dorchester Transport Plan, and the fact that 120 houses per annum were being proposed for Poundbury. Parking in Dorchester is a serious problem that may be resolved by a park & ride scheme. DAPTC are trying to negotiate more cost effective insurance arrangements with Zurich for smaller councils.
05.76 Council noted the list of other items of correspondence received by the clerk. The clerk pointed out that he had received representations about the state of the buildings on Mill Close Farm Yard and that he had advised the respondents that this could be usefully discussed at an Annual Village Meeting. County Councillor Legg is also pursuing the matter with Mr Sewill at DCC.
05.77 The Chairman received the resignation of Cllr Ms Karin Limer. The clerk to inform WDDC.

The following items were raised for next meeting’s agenda

The verge by Wincanton Engineering on Castle Town Way, Castleton is still overhung dangerously by the hedge, despite the matter being reported to DCC and forwarded to an enforcement officer. This was regarded as dangerous both for schoolchildren and horse riders who use the road regularly. The clerk was asked to pass on the council’s disappointment that no action had been taken and to ask that the matter be given a far higher priority.

There being no further business the Chairman declared the meeting closed at  8.25 p.m. 

 The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 4th May 2006 at 7.30 p.m. at Poyntington Village Hall.
