Minutes of Meeting held at Poyntington Village Hall on Thursday 6th January 2005 at 7.30 p.m.

The following were present: Councillors Mason, Buckland, Mrs Dimond, Hunt, Ms Limer, Mrs Oliver, Clerk Fraser, County Councillor Legg, District Councillor Gould, 15 members of the public.

04.56 There were no apologies for absence
04.57 Declaration of interest in items on the agenda: None
04.58 The minutes of the meeting held on 4th November 2004 were confirmed and signed by the Vice Chairman as an accurate record.
04.59 Matters arising:
04.59.1 Clerk reported on emails copied to the council by County Councillor Robin Legg concerning New Road, Sherborne and Dancing Hill (speed limits, the pavement and the dangers at the Dancing Hill junction, CASTLETON). Cllrs Mrs Dimond, Mason & Hunt agreed to meet with Cllr Legg and Julian Thomas of DCC in January. There will be a report at the next council meeting.
04.59.2 Crime & Disorder Reduction –PC Hegenbarch of Dorset Police answered queries about traffic problems and rural crime. Many difficulties in covering rural areas arise from manpower shortages in the county force.
04.60 Mr Greg Kellaway was co-opted as a councillor representing the parish of Oborne, and duly signed his Declaration of Acceptance of Office.
04.61 Council received a presentation by A. Lloyd, Rural Housing Enabler, on affordable housing and housing needs surveys. Council agreed ask Mr Lloyd to organise a housing needs survey in our parishes.
04.62 The financial report for the year to date was received and accepted.
04.63 Payments in accordance with budget were approved: Clerk salary £201.76; Hire of Poyntington Village Hall £15.00; Post Office –Postage £21; Clerk’s expenses: £56
04.64 Council received the report by the Clerk on the new agreement between NALC & SLCC on salaries and conditions of service for Local Council Clerks. Council requested Cllrs Mason and Hunt to meet with the Clerk to draft proposals to implement the agreement for the next meeting.
04.65 Planning applications dealt with since last meeting:
04.65.1 2167 – Lake Cottage, 297 Silverlake, Bradford Rd, CASTLETON. Erect extension and carry out alterations. Approval granted
04.65.2 1901 – Terrace Playing Fields, CASTLETON. Resite 3 floodlights and poles. Approval granted.
04.65.3

2236 – Turnpike House, OBORNE – erect double garage with workshop/store above. Council recommendation: No objection.

04.66

Council decided to ask the clerk to survey the residents of Oborne about possible future uses of Mill Close farmyard. The questionnaire will be agreed with Mr Sewill, County Land Agent, before publication.

04.67

Council agreed that Cllr Mrs Oliver will conduct a survey to establish the level of demand for a dedicated and equipped play area in Poyntington, and bring the report to the Annual Parish Meeting for Poyntington.

04.68 The following reports on meetings attended were received:
04.68.1 The Vice-Chairman reported on Sherborne TAG.
04.68.2 The Vice-Chairman reported on the DAPTC Central Area Committee.
04.68.3 The clerk tabled a report on the SLCC Regional Conference (9 November 2004) on Fund-Raising.
04.68.4 A written report on the Dorset Waste Forum (30 November 2004), submitted by Mr R. Welsh was received by Council.
04.69 No items were raised for next meeting’s agenda

The meeting declared closed at 9.07 p.m.

Open Forum: No items were discussed as relevant issues had been aired during the meeting.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 3rd March 2005 at 7.30 p.m. at Oborne Village Hall.
