Draft Minutes until confirmed at the next meeting

Minutes of Meeting held at Oborne Village Hall on Thursday 3rd November 2005 at 7.30 p.m.

The following were present: Councillors Mason, Buckland, Mrs Dimond, Hunt, Kellaway, Clerk Fraser, District Councillor Gould, County Councillor Legg, 0 members of the public.

Public Participation Session: No matters were raised.

05.41 Apologies for absence: Ms Limer, Mrs Oliver, & Sue Goslin, Dorset Police
05.42 Declaration of interest in items on the agenda: Cllr Hunt – in Item 05.49.2
05.43 The minutes of the meeting held on 1st September 2005 were confirmed and signed by the Chairman as an accurate record.
05.44 Matters arising:
05.44.1 Clerk reported that agreement had been reached to erect a National Cycle Network sign at the junction of Clatcombe Lane and Sandford Orcas Road.
05.44.2 Clerk reported that the matter of the overgrown hedgerow on Castle Town Way has been reported to DCC who are pursuing the matter.
05.44.3 Clerk reported that the letter to Mr Jim Knight MP had been sent as requested, and a copy posted on the web site. A reply from Defra had been received and will be posted on the website. Cllr Legg updated members on the progress of the Natural Environment and Rural Communities Bill, and the minister’s intention to make a further statement curtailing the use of country lanes by motorised vehicles. The intention is to make the Act retrospective so that the applications to classify the lanes as BOATs will be too late.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: (a) (Cllr Gould, WDDC): The change in the planning framework  was explained, but no immediate action would be required of the parish council; (b) (Cllr R. Legg, DCC): Traffic control measures on the A30 through Oborne - Cllr Legg advised on the options, and it was resolved that the clerk would write formally to Mr Doug Chalmers to request the taking of the necessary speed measurement steps prior to the road being put on the list for visits by mobile Speed Indicator Devices (SID’s)

05.45 The financial report for the year 2005-6 to date was received and accepted.
05.46 Payments in accordance with budget were approved: Clerk salary £211.82; Hire of Oborne Village Hall £15.00 (November); Oborne Village Hall £100 – grant towards repair of floor of hall; PCC’s Goathill, Oborne & Poyntington £200 each for churchyard maintenance; Milborne Port Computer Services  £225 – web site set up fee; Oborne Play Equipment Association £500 – grant towards replacement equipment.
05.47 Annual Return was approved following external audit.
05.48 Council agreed a budget for 2006-07, and to set a precept of £5498 for 2006-07 The details will be posted on the web site.
05.49 Planning applications dealt with since last meeting or at this meeting:
05.49.1 Ivy House Farm, OBORNE. 1/E/05/001517 Change of use from agricultural land to manege. Erect stable block and fencing. Parish council recommendation: No objection.
05.49.2 Frogden Quarry, Sherborne. 1/E/2005/1187. DCC Develop land without complying with condition 23 of planning permission 1/N/2001/599 and the variation of that condition to amend the date by which a restoration scheme is to be submitted to the mineral planning authority. Planning permission approved.
05.49.3 Ivy House Farm, OBORNE. 1/E/05/001384. Replace existing lean-to concrete roof with clay pan tiles and carry out internal alterations. Listed Building Consent approved.
05.49.4 1 Bangers, OBORNE. 1/E/05/001452 Erect conservatory. Planning permission approved.
05.49.5 Manor Farm, Haydfon Road, Haydon, CASTLETON – 1/E/05/001704. Erect steel portal framed agricultural building. Approval refused by WDDC. A further notification application dated 13 October 2005 received and approval granted.
05.49.6 Lynwood, Yeovil Rd., CASTLETON. 1/E/05/000823 – Demolish bungalow and erect two storey dwelling and double garage. Revised plans approved at planning level – Building Regulations still to be checked.
05.50 Council received correspondence between clerk & Mr Baxter of Oborne concerning speed of traffic on A30 at Oborne and enforcement and calming measures, and decided to take the action referred to above in adjournment item (b) above.
05.51 Council received the Draft Parish Housing Needs Survey Report for Yeohead & Castleton published by Dorset Community Action and decided the clerk write to Magna Housing Association suggesting it produces a development design that would meet the approval of the villagers. An application for the site to be made an exceptions site could then be submitted to WDDC, supported by the Survey Report. The report will be published on the council’s web site..
05.52 The following reports on meetings attended were received:
05.52.1 Chairman reported on DAPTC Chairman’s Seminar 21 September 2005
05.52.2 Cllr Mrs Oliver submitted a written report on the DAPTC Central Area Committee meeting
05.52.3 The Chairman reported on the Magna Stock Tour.
05.53 Council noted the list of other items of correspondence received by the clerk.

The following items were raised for next meeting’s agenda

Traffic problems on the A30 in Oborne, including the possibility of a pedestrian crossing.

Dancing Hill Improvement Project update. 

There being no further business the Chairman declared the meeting closed at 8.45 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 5th January 2006 at 7.30 p.m. at Poyntington Village Hall.
