Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 10th March 2005 at 7.30 p.m.

The following were present: Councillors Mason, Buckland, Mrs Dimond, Hunt, Kellaway, Ms Limer, Mrs Oliver, Clerk Fraser, District Councillor Gould, 7 members of the public.

04.70 There were no apologies for absence
04.71 Declaration of interest in items on the agenda: None
04.72 The minutes of the meeting held on 6th January 2005 were confirmed and signed by the Vice Chairman as an accurate record.
04.73 Matters arising:
04.73.1 Council received a note by Julian Thomas of DCC via County Councillor Legg concerning possibilities of future actions to improve road safety on Sherborne New Road & at the A352/B3145 junction. 
04.73.2 Playing Field, Poyntington. Cllr Mrs Oliver reported on the results of a survey in Poyntington where a significant majority was in favour of development of the facility. A meeting has been held with advisers from Dorset Community Action. The next stage will be to raise the matter at the Annual Village Meeting in Poyntington in March.
04.74 The financial report for the year to date was received and accepted.
04.75 Payments in accordance with budget were approved: Clerk salary £201.76; Hire of Oborne Village Hall £15.00; Clerk’s expenses (computer consumables) £29.00; Dorset County Training Partnership – Chairman’s Seminar £10.00
04.76 Council agreed and the Vice-Chairman and clerk signed a revised Conditions of Employment and Contract for the clerk
04.77 Planning applications dealt with since last meeting:
04.77.1 Dairy Farm, Oborne. Construct a slurry store; install silage effluent tank and additional settlement tank for dirty water system. Approval granted
04.77.2 Court House, POYNTINGTON 2345 – install 4 conservation roof windows. Carry out external & internal alterations and convert west wing to domestic use. Council recommendation: No objection
04.77.3

Turnpike House, OBORNE – 2236 – erect double garage with workshop/store above. Approval granted

04.77.4

Laurels Farm, OBORNE – 040 – erect extension and carry out alterations. Construct new vehicular access. Approval granted

04.77.5

Manor House, POYNTINGTON. -  Removal of heavily decayed weeping ash tree. Permission granted.

04.78

Council decided to support proposal of SCE for parking for dog walkers’ vehicles at Purlieu Meadow, New Road, Sherborne, although the proposed site is in Sherborne Town Council’s area. Clerk to take appropriate action.

04.79

Council accepted there were advantages in the outline proposals for a youth motor cycling club on land provided by Sherborne Castle Estates along West Mill Lane, Sherborne, but was unwilling to give unqualified support until it was satisfied that likely noise problems for neighbours were adequately addressed. Clerk to write to the club organisers accordingly.

04.80

Cllr Mrs Oliver presented a map and a paper concerning the application by Trail Riders Fellowship to Somerset County Council to upgrade Footpaths (references WN17/40; WN17/42; WN 17/43) to Byway Open to All Traffic. The Vice-Chairman dealt with this matter as part of the Open Forum as there is concern within Poyntington of the possible effects of this application should it be successful. It was agreed that the clerk would research this matter further with the Poyntington councillors and report back to the next meeting.

04.81 The following reports on meetings attended were received:
04.81.1 The Vice-Chairman reported on the DAPTC Central Area Committee meeting.
04.81.2 The Vice-Chairman reported on the Sherborne Network Meeting re funding advice attended on 8th February 2005
04.81.3 The Vice-Chairman reported on the Dorset County Training Partnership’s Chairman’s Seminar.
04.82 Council noted the list of other items of correspondence received by the clerk.
04.83 The following items were raised for next meeting’s agenda
  Floodlighting at the Gryphon School causing visibility difficulties on the B3145. Clerk to follow up with Cllr Mrs Oliver and report back to the next meeting; Lack of road markings to indicate priority at the cross roads by Three Arch Bridge. Clerk to follow up with Cllr Kellaway and report back.

 The meeting declared closed at 8.25 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 5th May 2005 at 7.30 p.m. at Poyntington Village Hall, unless a General Election is called for this day. In this event, the meeting will be postponed until Thursday 12th May 2005. This meeting will include the AGM
