Minutes of Meeting held at Poyntington Village Hall on Thursday 1st September 2005 at 7.30 p.m.

The following were present: Councillors Mason, Mrs Dimond, Kellaway, Clerk Fraser, 0 members of the public.

Public Participation Session: The matters raised included: No matters were raised.

05.28 Apologies for absence: Cllrs Mrs Oliver, Ms Limer, Mr Buckland, Mr Hunt,
05.29 Declaration of interest in items on the agenda: None
05.30 The minutes of the meeting held on 14th July 2005 were confirmed and signed by the Chairman as an accurate record.
05.31 Matters arising:
05.31.1 Clerk reported on letter received from Traffic & Safety Management Dept of DCC concerning request for a “Children” warning sign. No law to authorise at this site, but suggestion offered for residents to post their own sign. The Chairman would also advise the concerned residents that Mr Gillett at DCC could be approached again when the playground was equipped and functioning.
05.32 The financial report for the year 2005-6 to date was received and accepted.
05.33 Payments in accordance with budget were approved: Clerk salary £211.82; Hire of Poyntington Village Hall £20.00 (June & September); SLCC £7 update of manual; Sherborne TC £100 contribution to Scatbus; Clerk – reimbursement of web site annual hosting fee £58.75 including VAT; DAPTC – Chairman’s seminar - £10. External Auditors £58.75 (including VAT)
05.34 Council decided to write to Mr J. Knight M.P. as suggested by Dr Letwin M.P. concerning the matters arising from the Countryside & Rights of Way Act 2000 and countering the application by the Trail Riders’ Federation to classify paths between Milborne Wick & Poyntington as Byways Open to all Traffic. See minute 05.38.1
05.35 Council decided to take the following action following receipt of letter concerning speeding traffic on A30 through Oborne:  Clerk to continue with contacts with Dorset Safety Camera Partnership and the DCC Road Safety Team concerning the possible use of a Speed Indicator Device.
05.37 Council resolved not to accept the Local Authority Resolution concerning the Sustainable Communities Bill.
05.36 Planning applications dealt with since last meeting or at this meeting:
05.37.1 Wellgoer Farmhouse, POYNTINGTON DT9 4LF (1/E/05/000871) Demolish existing single storey and two storey extensions, erect two-storey extension. Demolish existing garage and erect new garage. Planning permission approved
05.37.2 Crackmoor Farm OBORNE (1/E/05/001062) Change of use from agricultural land to Maize Maize (23 July-17 Sept 2005). Modify existing vehicular access. Planning permission approved.
05.37.3 Manor Farm Buildings POYNTINGTON (1/E/05/001114) Change of use of redundant farm buildings to B1 (business) and B8 (storage or distribution) Use Classes. Planning permission granted with conditions.
05.37.3 Ivy House Farm, OBORNE. (1/E/05/001384) Replace existing lean-to concrete roof with clay pan tiles and carry out internal alterations. Council recommendation: No objection.
05.37.4 1 Bangers OBORNE (1/E/05/001452) Erect conservatory. Council recommendation: No objection.
05.38 The following reports on meetings attended were received:
05.38.1 The Clerk reported on meeting between Poyntington residents, parish council representatives and others with Rt. Hon. Dr. Oliver Letwin M.P. concerning application to make paths between Poyntington & Milborne Wick into Byways Open to all Traffic.
05.39 Council noted the list of other items of correspondence received by the clerk.

The following items were raised for next meeting’s agenda

 The request by Mr Keating of Sustrans to erect a National Cycle Network sign      at the junction of Clatcombe Lane & Sandford Orcas Road;

The state of the overgrown hedgerow on Castletown Way from Wincanton Engineering towards the Gryphon School – causing some danger to children walking there as there is no longer an opportunity to move onto the verge in the event of traffic using the road.

There being no further business the Chairman declared the meeting closed at 8.25 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 3rd November 2005 at 7.30 p.m. at Oborne Village Hall.
