Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 14th July 2005 at 7.30 p.m.

The following were present: Councillors Mason, Mrs Dimond, Kellaway, Ms Limer, Mrs Oliver, Clerk Fraser, District Councillor Gould, 1 member of the public.

Public Participation Session: The matters raised included: Advice from the police upon the effects of the Ironman event on 21st August, and advice that rural beat officers do travel around villages at night. There are 5 special officers serving the area. Information was offered on the planning application for Manor Farm Buildings, Poyntington. The “flashing speed indicator” is managed by Highways Department of the County Council.

05.13 Apologies for absence: Cllrs Buckland,  Hunt, County Councillor Legg.
05.14 Declaration of interest in items on the agenda: Cllr Kellaway – prejudicial interest in agenda item 05.20.6.
05.15 The minutes of the meeting held on 12th May 2005 and on 20th June 2005 were confirmed and signed by the Chairman as an accurate record.
05.16 Matters arising:
05.16.1 Clerk tabled a report on the Dancing Hill Improvement Project. A feasibility report is due by end of October to be followed by consultations between DCC and local councils.
05.16.2 Development in Oborne –Clerk tabled emailed correspondence with Mr David Norris, Senior Planning Officer WDDC, District Councillor Robert Gould and Andy Lloyd, Rural Housing Enabler about planning constraints and possibilities on any development proposals for land next to No. 1 Bangers, and Mill Close Farm yard. No action until Housing Needs survey results are published. Clerk to write to Magna Housing Group about tidying up the site next to #1 Bangers, Oborne.
05.16.3 Clerk reported on reply by Wessex Water to complaint about smells from public sewer in Poyntington. CCTV survey carried out – clearing by jetting to be completed before end of July..
05.16.4 Clerk reported that with regard to problem reported of distraction to drivers by lighting from Gryphon School DCC advised council should arrange to meet to discuss problem with the school and that a later request to Education Dept to make some alterations would be feasible. Council decided to defer any decision until the winter months when the matter could be re-assessed. The problem of foliage obscuring the junction at Ivy House Farm, Oborne has been dealt with.
05.16.5 Clerk reported on letter received from K. Cheleda (DCC) concerning progress on the extension of the footway on the Bristol Road. Scheduled to start 13th June but liable to re-scheduling to September should the County Ecologist so advise.
05.16.6 Council requested clerk to write to DCC concerning the installation of a “slow – Children” sign by Washingpool, Poyntington.
05.16.7 Council could not give financial support to the request for a contribution to the dredging of Daniel’s Pond, Poyntington, but offered to assist in any other legal way.
05.16.8 Council decided it could take no action with respect of the reported problem of the dumping of grass clippings on Donkey Lane & Stony Lane, Oborne, but deplored the attitude of those doing the dumping.
05.16.9 Cllr Mrs Oliver announced the visit of Oliver Letwin, M.P. to Poyntington to discuss the problem of the Trail Riders Fellowship application to Somerset County Council concerning re classifying the paths between Poyntington and Milborne Wick.
  The meeting was adjourned for members to receive reports and ask questions of representatives of Dorset County Council and West Dorset District Council.

The matters raised included: Correction of the Western Gazette report about the closure of public toilets – in fact the current review is to seek to improve the facilities. The District Council accounts show a healthy surplus being carried forward. WDDC has finalised its policy on high hedges – the policy will be reviewed after 12 months.

05.17 The financial report for the year 2005-6 to date was received and accepted.
05.18 Payments in accordance with budget were approved: Clerk salary £211.82; Hire of Oborne Village Hall £15.00; Post Office – Postage £21; Clerk expenses: £21 for printing West Dorset Broadcasting Action Group survey
05.19 Council resolved to accept the statement of assurance for the Annual Return for the external audit, which was duly signed by the Chairman and clerk.
05.20 Planning applications dealt with since last meeting or at this meeting:
05.20.1 Lynwood, Yeovil Rd, Sherborne, DT9 4PX (1/E/05/000823 – Demolish bungalow and erect two storey dwelling and double garage. Planning permission approved by WDDC with a schedule of conditions
05.20.2 Keeper’s Cottage, Thornford Rd, CASTLETON DT9 6PT – 1/E/05/000706 – Erect two storey rear extension. Planning permission approved by WDDC
05.20.3 The Court House, POYNTINGTON DT9 4LF (1/E/05/000891) Change of use of land to form extension of residential curtilage (involving tennis court with perimeter fencing) Council recommendation: No objection but conditions recommended– for details refer to minutes of meeting 20 June 2005. Planning permission refused by WDDC.
05.20.4 Wellgoer Farmhouse, POYNTINGTON DT9 4LF (1/E/05/000871) Demolish existing single storey and two storey extensions, erect two-storey extension. Demolish existing garage and erect new garage. Council recommendation: No objection but conditions recommended – for details refer to minutes of meeting 20 June 2005.
05.20.5 The Grange Hotel, OBORNE (1/E/05/000513) Provide existing sign with low-density hooded illumination to east & west faces. Approval of advertisement consent by WDDC.
05.20.6

Crackmoor Farm OBORNE (1/E/05/001062) Change of use from agricultural land to Maize Maize (23 July-17 Sept 2005). Modify existing vehicular access. Council recommendation: approve

05.20.7

Frogden Quarry. The development of land without complying with condition 23 of planning permission 1/N/2001/599 and the variation of that condition to amend the date by which a restoration scheme is to be submitted to the Mineral Planning Authority. Council recommendation: approve

05.20.8

Manor Farm Buildings, Higher Cemetary Lane, POYNTINGTON. 1/E/05/001114 Change of use of redundant farm buildings to B1 (business) and B8 (storage or distribution) Use Classes. Council recommendation: approve with recommendation of good signage at the site and on the access road to the B3145.

05.20.9

Silverlake Farm, Bradford Rd, DT9 6SN. 1/E/05/001158 (Other) Rebuild existing outbuilding as studio. Council recommendation: approve

05.21

Council received the report on a Parish Council website tabled by the clerk, and resolved to:

a)       Accept the design plan proposed by Milborne Port Computer Services;

b)       Accept the quotation of a design and set up cost totalling £225 for 9 pages;

c)        Accept the quotation of a worst case maintenance cost of £200 per annum including hosting fee;

d)       Confirm that, barring unforeseen circumstances, the annual maintenance charge per page will remain unchanged until end 2008;

e)       Accept the proposed site name as www.yeoheadpc.co.uk

05.22

Council resolved to make a grant of £100 to Oborne Village Hall Committee towards the cost of the repair of the hall floor.

05.23

Council resolved to defer until setting the budget for 2006-07 a proposal to increase to £200 the grant to the SCATBUS scheme in the light of the service being affected because of a loss of grant support from central government.

05.24

Council received clerk’s report on the village notice boards in the light of the damage to one in Oborne, and decided to ask the clerk to seek estimates from local people on constructing a replacement for the notice board by Ivy House Farmhouse, Oborne, and some weather shielding for a noticeboard in Poyntington.

05.25 The following reports on meetings attended were received:
05.25.1 The Chairman reported on the DAPTC AGM attended by himself and Cllr Mrs Oliver
05.25.2 The Chairman reported on the meeting of Sherborne TAG that he attended.
05.26 Council noted the list of other items of correspondence received by the clerk.

The following items were raised for next meeting’s agenda

The clerk was asked to write to WDDC about subsidising large waterbutts.

 There being no further business the Chairman declared the meeting closed at 9.20 p.m.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 1st September 2005 at 7.30 p.m. at Poyntington Village Hall.
