Yeohead & Castleton Parish Council

Minutes of Meeting held at Poyntington Village Hall on Thursday 12th May 2005 at 7.30 p.m.

The following were present: Councillors Mason, Buckland, Mrs Dimond, Hunt, Kellaway, Mrs Oliver, Clerk Fraser, District Councillor Gould, County Councillor Legg,  5 members of the public.

05.01 Apologies for absence: Cllr Ms Limer
05.02 Declaration of interest in items on the agenda: Cllr Kellaway in the matter of Mill Close farm yard (Item 05.08)
05.03 The minutes of the meeting held on 10th March 2005 were confirmed and signed by the Chairman as an accurate record.
05.04 Matters arising:
05.04.1 Council noted a letter from Sherborne Town Council indicating their support, with suggestions, for a proposed parking area on Purlieu Meadow, Sherborne
05.04.2 Cllr Mrs Oliver informed Council of steps taken by herself and clerk, and of the correspondence about the application to Somerset County Council by the Trail Riders Fellowship to designate lanes between Poyntington and Milborne Wick as BOATs. Attention was drawn to the advice from Somerset County Council that legislation to amend the loophole in the Countryside & Rights of Way Act 2000 is to be enacted.
05.04.3 Clerk reported on progress with the Housing Needs Survey being managed by Andy Lloyd, Rural Housing Enabler DCA, and that the findings should be available for the September council meeting.
05.04.4 Cllr Mrs Oliver confirmed that the lighting from the Gryphon School playing fields causes a potential distraction and hazard when joining the B3145 from Red Hall Lane. Clerk to raise this matter with DCC, and to request whether an enforceable time for switching off the lights can be established.
05.05 The financial report for the year 2005-6 to date was received and accepted.
05.06 Payments in accordance with budget were approved: Clerk salary £211.82; Hire of Poyntington Village Hall £15.00; Clerk’s expenses (SLCC subscription 2005) £64.00; DAPTC – Annual Subscription £81.18; Post Office – Postage £21; The Queen Thorne – printing of minutes 2005-06 £50.00; Oborne Playing Field Management Committee – annual grant - £400; Allianz Cornhill – statutory insurance £394.39
05.07 Planning applications dealt with since last meeting or at this meeting:
05.07.1 St Cuthbert’s Church, OBORNE CA/05/00077 Approval granted for agreed surgery on sycamore & yew trees in churchyard
05.07.2 Court House, POYNTINGTON 2345 – install 4 conservation roof windows. Carry out external & internal alterations and convert west wing to domestic use. Listed Building Consent granted
05.07.03 The Grange, Whitepost Gate, OBORNE – 513 – provide existing sign with low-density hooded illumination to east and west faces. Council recommendation: To approve with condition that a time for it to be switched off every evening can be agreed.
05.07.04 Keepers Cottage, Thornford Rd, CASTLETON –706 – erect two-storey rear extension. Council recommendation: No objection
05.08

Council resolved to recommend to DCC that the Mill Close farmyard in Oborne could be developed with affordable housing should the Housing Needs Survey reveal a need in the village. It was also pointed out that some of the more infirm residents of the village might benefit from housing appropriate to their needs. This was after consideration of the responses to the village survey.

05.09

Council took note of the report by the clerk on the possibilities of setting up and running a council website. Council asked the clerk to draw up for the next meeting a detailed schedule of the contents of the site and more exact costs for set-up and annual maintenance.

05.10 The following reports on meetings attended were received:
05.11 Council noted the list of other items of correspondence received by the clerk. Councillors Mason & Mrs Oliver agreed to assist the clerk with the distribution and collection of questionnaires published by the West Dorset Broadcasting Action Group
05.12 The following items were raised for next meeting’s agenda

(05.12.1) The attendance of Sue Goslin, Dorset Police Special Constabulary Section Officer to deal with police matters and future representation at parish council meetings

(05.12.2) Public notice boards, especially assistance for repair of a notice board in Oborne.

(05.12.3) Confirmation of grant aid to Oborne Village Hall for repair of floor – this was a late item for this meeting and agreement was reached in principle to this request in order that consideration of possible grant aid could be given by Dorset Community Action.

(05.12.4) The level of contribution to the NORDCAT scheme in the light of their schedules being affected by reduction of grant income.

(05.12.5) Clerk to write to Wessex Water about recurrence of sewage problem in Poyntington.

(05.12.6) Form of Parish Council Meetings: Repositioning of the Open Forum session at the beginning of the meeting, and the provision of opportunities for reports by and questions to County & District Council representatives and the Police.

 There being no further business the Chairman declared the meeting closed at 8.47 p.m.

Open Forum:

County Councillor Legg reported on the progress of the Purlieu Meadow car park proposal, and how this was to lead to improvements in the footway by the railway bridge. He also referred to the footway on Castletown Way. These matters are on the table and it is hoped they will be undertaken within the next 12 months.

The matter of the Neighbourhood Watch sign on the entrance to Poyntington, and the problem of reduced visibility at the junction of the Oborne village road and the A30 because of foliage were raised and the clerk was requested to write to the appropriate authorities.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 7th July 2005 at 7.30 p.m. at Oborne Village Hall.
