Yeohead & Castleton Parish Council

Minutes of Meeting held at Poyntington Village Hall on Thursday 8th January 2004 at 7.30 p.m.

The following were present: Councillors Sherburn, Buckland, Fry, Hunt, Mason, Oliver, Clerk Fraser, 4 members of the public and District Councillor Gould

03.56 Apologies for absence were received from: Cllr Dimond  
03.57 Declaration of interest in items on the agenda: None  
03.58 The minutes of the meeting held on 6th November 2003 were confirmed and signed by the Chairman as an accurate record.  
03.59 Matters arising:  
03.59.1 Bristol Road Pavement. Update: Matter with solicitors – may not be progressed this financial year, but will be done as soon as DCC legal department gives go ahead. (Minute 03.33.2)  

03.59.2

Clerk to draw up a policy statement on travel allowances payable to councillors at 30 pence per mile. To be added to Standing Orders papers. (Minute 03.48.4)  
03.60 The financial report for the year to date was received.  
03.61 Payments in accordance with budget were approved: Clerk salary £191.82; Hire of Poyntington Village Hall £15.00.  
03.62 Planning applications dealt with since last meeting:  
03.62.1 TPO – The Grange, OBORNE. Consent granted for work on a cedar & a Thuja  
03.62.2 Listed Building Consent –01933 – Lower Farmhouse, OBORNE. Internal & external alterations. Approved with conditions about the windows.  
03.62.3

Planning Application – 2230 –Thika, Clatcombe Lane, CASTLETON. Erect single storey extension. No objection.

 
03.62.4

DCC 2404 – Sherborne Closed Landfill Site, West Mill Lane. Replacement of failed surface water culvert & temporary footpath diversion. No objection.

 
03.63 The following reports on meetings attended were received:  
03.63.1

The Chairman reported on the DAPTC Central Area Committee meeting on 11 November 2003

 
03.64 The list of other correspondence received by Clerk was noted. Chairman drew attention to list of DAPTC courses for 2004 and asked members to consider which ones they might wish to attend. Clerk congratulated on Certificate of Achievement on SLCC Working with your Council course – Council needs to decide if it wishes to seek Quality Parish Council status; if so, clerk will need to assemble a portfolio for accreditation by AQA (total cost with courses attended in region of £100)  
03.65 Items for agenda of next meeting  
03.65.1 Cllr Oliver raised issue of two recent accidents in Oborne-Poyntington lane. The clerk was asked to write to K. Cheleda at DCC to explain strength of local concerns and request advice on possible action.  

The meeting closed at 8.06 p.m.

Open Forum:  No new matters were raised.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 4th March 2004 at 7.30 p.m. at Oborne Village Hall.
