Yeohead & Castleton Parish Council

Minutes of Meeting held at Poyntington Village Hall on Thursday 6th May 2004 at 7.30 p.m.

The following were present: Councillors Sherburn, Buckland, Mrs Dimond, Mason, Mrs Oliver, Clerk Fraser, 5 members of the public.

04.01 Apologies for absence were received from: Cllr Fry & WDDC Cllr Gould
04.02 Declaration of interest in items on the agenda: None
04.03 The minutes of the meetings held on 4th March 2004 and 23rd April 2004 were confirmed and signed by the Chairman as an accurate record.
04.04 Matters arising:
04.04.1 Update from DCC (Traffic & Safety Management) on possible safety measures for Oborne-Poyntington road. Following accident study & site investigation no recommendations for further signing or road markings. Chairman has written to Poyntington Nursery to confirm that parents will be reminded of the dangers of speeding along this lane.

04.04.2

Clerk reported on correspondence with Dorset & Somerset Strategic Health Authority concerning transport arrangements for patient receiving treatment at Bristol Royal Infirmary. Successful outcome to the problem.
04.05 The financial report for the year to date was received.
04.06 Payments in accordance with budget were approved: Clerk salary £195.85; Hire of Poyntington Village Hall £15.00; SLCC Subscription £57;Oborne Playing Field Management Committee – Annual Grant £275.00; DAPTC – Conference (Chairman & Clerk) £29.00; Postage £21; DAPTC – Annual Subscription £84.31; Hire of Oborne Village Hall £5; Allianz Cornhill – Annual Insurance premium £333.11; Queen Thorne – Printing of minutes £45
04.07 Planning applications dealt with since last meeting:
04.07.1 DCC (ref: 1/E/2003/2404) Sherborne Closed Landfill Site – Replacement of failed surface water culvert. Permission granted
04.07.2 The Dairy Farm, OBORNE. Erect lean-to extension to existing barn. Permission granted to proceed.
04.07.3

549 – 10 Bangers, OBORNE. Erect conservatory to rear elevation. Approved by WDDC

04.07.4

571 – The Grange, OBORNE. Erect extensions and carry out alterations. Application withdrawn

04.07.5

273 – Furlong, POYNTINGTON. Erect new garage block & relocate ex-stables. Planning permission refused (garage block would detrimentally affect the visual amenity and character of surrounding area)

734 – Revised application: Council recommendation: No objection

04.07.6

292 – Crackmoor farm, OBORNE. Construction of a slurry store. Permission granted.

04.08

Request for reduction in speed limit on New Road, Sherborne. Council decided to support the actions being taken by Sherborne Town Council. Clerk to write to STC to request, in any future matters affecting boundaries between town and parish, that the parish council be informed directly by the town council.

04.09

Council recommended the clerk write to Andy Lloyd Housing enabler to say that council needed further information to form an opinion; also to draw attention to Policy HS5 in the revised Deposit Plan of the West Dorset District Local Plan

04.09.4 Dorset Waste Forum – Mr R. Welsh (The clerk has a copy of Mr Welsh’s report)
04.10 The list of other correspondence received by Clerk was noted.

The meeting declared closed at 8.35 p.m.

Conservation Areas

Smells in Oborne from inadequate sewage treatment plants.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 1st July 2004 at 7.30 p.m. at Oborne Village Hall.
