Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 4th November 2004 at 7.30 p.m.

The following were present: Councillors Sherburn, Buckland, Mrs Dimond, Hunt, Mason, Mrs Oliver, Clerk Fraser, County Councillor Legg, District Councillor Gould, 2 members of the public.

04.41 Apologies for absence were received from: Cllr Ms Limer,
04.42 Declaration of interest in items on the agenda: None
04.43 The minutes of the meeting held on 2nd September 2004 were confirmed and signed by the Chairman as an accurate record.
04.44 Matters arising:
04.44.1 Crime & Disorder Reduction policy. Council decided the clerk is to arrange with Dorset Police for a local police officer to attend the next meeting to discuss concerns raised by councillors about policing policy and procedures.
04.44.2 Clerk reported that he had informed DCC that there was no parish council owned land in the parishes that could be used for affordable housing.
04.44.3 The Chairman reported that he understood the river Yeo in Oborne had been cleared. (The clerk will write to Mr Coward if it should be necessary to ensure the work was completed satisfactorily. Cllr Mrs Dimond and the clerk agreed to check that Dicom were meeting their obligation to clear part of the river by their works.
04.45 Council agreed the budget for 2005-6; Council set the precept for 2005-6 at £3, 846 (to include £500 to be set aside as a possible grant towards replacement play equipment for the Oborne Playing Field.)
04.46 The financial report for the year to date was received and accepted.
04.47 Payments in accordance with budget were approved: Clerk salary £201.76; Hire of Oborne Village Hall £15.00; Post Office –Postage £21; Age Concern £70; Clerk’s expenses £65.23 (including attendance at SLCC conference on Funding & Managing Community Projects – conference fee, stationery and photocopying)
04.48 Planning applications dealt with since last meeting:
04.48.1 DCC – Traffic Management: Proposed 40 mph limit on New Road & Gas House Hill, Sherborne. Council recommendation: No objection.
04.48.2 Lynwood, Yeovil Rd, Sherborne. 1631 – Erect replacement dwelling: Planning permission approved with conditions
04.48.3

Castle Gardens, CASTLETON. 1797 – Change of use of offices to tearooms. Planning permission approved

04.48.4

Grange End House, OBORNE – TPO. Permission granted for felling an infected beech tree

04.48.5

Grange Farm, OBORNE – 1970: construct slurry store; install silage effluent tank & additional settlement tank. Council recommendation: No objection.

04.48.6

Terrace Playing Fields, CASTLETON. 001901 Minor: Resite 3 floodlights and poles. Council recommendation: No objection

04.48.7

The Grange, OBORNE. 001550. Extensions and alterations. Planning permission approved with conditions.

04.49

Council confirmed the Parish Rights of Way Officers for Goathill, Oborne & Poyntington, and appointed Mr J. Hart as the officer for Castleton. Council agreed to the clerk’s follow up actions proposed in the report “Footpath Management”, including requesting the footpaths officers to submit a written report once a year.

04.50 The following reports on meetings attended were received: None
04.50.1 The Chairman reported on Sherborne TAG. This may have completed its remit.
04.50.2 The Chairman reported on the DAPTC Central Area Committee. Two particular proposals are to be taken forward to DAPTC Executive for further consideration: that parish plans should be taken into consideration as Supplementary Planning Guidance; that Housing Associations should be required to inform parish councils should there be an intention to house problem families in their area.
04.50.3 The Clerk tabled a report of meeting on 14th September with R. Sewill (DCC Land Agent) re future of Mill Close Farm, Oborne. DCC is open to suggestions for alternative uses of the buildings, but in meantime they are likely to be let as agricultural buildings to one of DCC’s tenants
04.51 The list of other correspondence received by Clerk was noted.
04.52 Council received the resignation of Cllr J Sherburn from the position as Chairman of the parish council, and from the parish council. A casual vacancy will be declared.
04.53 Council agreed that Cllr Mason would replace Cllr Sherburn as a bank account signatory.
04.54 Cllr Mason was elected as the parish council’s representative on the Sherborne Transport Action Group and the DAPTC Central Area Committee.
04.55 The following items were raised for next meeting’s agenda
04.55.1 Road safety at Dancing Hill
04.55.2 Sherborne Golf Club – planning enforcement; update requested
04.55.3 Poyntington playing field.

The meeting declared closed at 9.10 p.m.

Open Forum: The following items were discussed: Dancing Hill road safety problems. And County Councillor Legg thanked John Sherburn for all his good work as councillor and chairman.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 6th January 2005 at 7.30 p.m. at Poyntington Village Hall.
