Minutes of Meeting held at Oborne Village Hall on Thursday
4th March 2004 at 7.30 p.m.
The following were present: Councillors Sherburn, Buckland,
Dimond, Fry, Hunt, Mason, Clerk Fraser, 3 members of the public, County
Councillor Legg and District Councillor Gould.

The minutes of the meetings held on 8th January 2004
and 5th February 2004were confirmed and signed by the Chairman
as an accurate record.

The clerk reported on DCC reply to letter about
traffic accidents on Poyntington/Oborne lane. (Minute 03.65.1)
|

|
|
Clerk reported on correspondence with DCC & Magna
Housing Group about the maintenance responsibility for sections of roadway
in Washingpool, Poyntington. Both authorities agree that the area in front
of Nos 7 & 8 and the garage block is the responsibility of MHG and the
rest is that of DCC.

The financial report for the year to date was
received.

Payments in accordance with budget were approved:
Clerk salary £191.84; Hire of Oborne Village Hall £15.00; Hire of
Poyntington Village Hall (Extraordinary mtg.) £5; DAPTC Course (Local
Government Matters) £12 (Meeting cancelled – Clerk has requested
DAPTC to hold cheque against future training course requests.)

Council reconsidered further request from The
Queen Thorne on publication format of minutes and financial statement
and decided the existing arrangement should continue. Clerk will write to
Ivor Martin to explain the position.

Council resolved to accept policy statement on
councillors’ allowances – no basic allowance will be paid, and
travelling costs of 30p per mile for attendance at authorised meetings, to
conform to the appropriate clauses of the Local Authorities (Members’
Allowances) (England) Regulations 2003, after amendment to clarify the
nature of the fares that may be claimed.

Letwin MP to rectify drafting error in Local Authorities (Members’
Allowances) (England) Regulations 2003.

was noted. The clerk was requested to write to the Boundary Committee,
copied to DCC & Dr Oliver Letwin, MP, objecting to the proposed
enlargement of the Sherborne Rural constituency of DCC.

were noted and the Clerk will ask The Queen Thorne to publish a
note of the main details with the minutes.

of funding Red Cross for hospital transport. Clerk to inquire.

The meeting closed at 8.35 p.m.
Open Forum: The
following matters were raised.
Speeding along the Oborne-Poyntington lane. The Chairman and clerk would
consider how best to contact the mothers whose children attend the nursery
school in Poyntington.
The poor initial standard of work when clearing the pavement along the
A30 between Ivy House Farm & Blackmarsh Farm; a dead badger was thrown into
the adjacent watercourse instead of being taken away & litter was similarly
deposited over the hedge into the ditch. The work was properly completed after a
complaint was lodged.
Mr Robin Welsh will represent the council at the April meeting of the
Dorset Waste Forum. The WDDC recycling programme appeared to be working well.
The 2nd Revised Deposit Local Plan will soon be published.
The next meeting of Yeohead & Castleton Parish Council
is scheduled for Thursday 6th May 2004 at 7.30 p.m. at Poyntington Village Hall.
This meeting includes the AGM
PARISH MAINTENANCE
UNITS.
This new procedure has been introduced by DCC
for dealing with minor highways repairs or roads other than A class roads. If
you note a small job that needs doing, such as potholes, blocked drainage
channels & culverts, damaged signs, loose or broken covers, weeds on
footways, please inform either your councillor or the parish clerk (01935 816537
during normal office hours). The crew will visit our area twice a year.
