Yeohead & Castleton Parish Council

Minutes of Meeting held at Poyntington Village Hall on Thursday 2nd September  2004 at 7.30 p.m.

The following were present: Councillors Sherburn, Buckland,  Hunt, Ms Limer, Mason, Mrs Oliver, Clerk Fraser,  District Councillor Gould, 2 members of the public.

04.26 Apologies for absence were received from: Cllr Mrs Dimond
04.27 Declaration of interest in items on the agenda: Cllr Ms Limer as a near neighbour of The Grange Hotel & Restaurant, Oborne – not a prejudicial interest.
04.28 The minutes of the meetings held on 1st July & 29th July 2004 were confirmed and signed by the Chairman as an accurate record.
04.29 Matters arising:
04.29.1 Clerk reported on the planning issue at Sherborne Golf Club (Minute 4.25.1) This is in the hands of Mr D Elliott, Planning Enforcement Officer WDDC. The golf club has one month to decide how they are going to respond to the complaint.

04.30

The Chairman reported on the situation concerning the maintenance of the river Yeo at Oborne, and that DCC would be clearing their section of the river in a week; the remaining stretch has been agreed by the owners of  the Grange Farmhouse as their responsibility.
04.31 The financial report for the year to date was received and accepted.
04.32 Council decided to make a reduced grant payment for 2004-05 to NORDCAT of £100 to recognise the value of the service to a resident of Poyntington.
04.33 Payments in accordance with budget were approved: Clerk salary £213.56 (including back pay for National salary agreement); Clerk’s parish plan expenses £32.27; Hire of Poyntington Village Hall £15.00; NORDCAT Transport scheme £100; PCC’s for Goathill, Oborne & Poyntington £200 each – churchyard maintenance; Mr Crawford-Smith – Parish plan expenses: £40; Post Office –Postage £21; Oborne Village Hall – special meeting 29th July - £5; HLB AV Audit – annual audit - £58.75
04.34 Planning applications dealt with since last meeting:
04.34.1 The Grange Hotel, OBORNE. (#1210) Erect extensions and carry out alterations. Council recommendation at a special meeting on 29 July was: to object – the principal ground for objection being the inadequate parking arrangements. Application withdrawn 16 Aug
04.34.1a The Grange Hotel, OBORNE (#1550) Erect extensions and carry out alterations, including enlargement of the car parking area. Council recommendation: To object on grounds including road safety, insufficient parking and development inappropriate to a conservation area.
04.34.2

Airwave – proposed telecommunications mast at Monarch Farm Barn, Checcombe, CASTLETON for Dorset Police. Recommendation: No objection.

04.34.3

Vale View Farm, Oborne.  Excavate slurry lagoon, extend parlour building & erect cow cubicle house. Planning permission granted.

04.34.4

Home Farm House, POYNTINGTON. Tree work. DPA has no objection

04.35

Council approved & accepted the Annual Return following external audit.

04.36

Council received the report by Cllr Mason & the clerk. It agreed that the recommended plan of actions should be implemented and regular progress reports made to the council. Council agreed to fund the publication of regular newsletters reporting on progress.

04.37 The following reports on meetings attended were received: None
04.38 The list of other correspondence received by Clerk was noted.
04.39 Council agreed to allow Mrs Taylor of Oborne to use the Oborne Playing Field in May 2005 and erecting a marquee thereon for a family wedding. All costs to be met by Mr & Mrs Taylor who will make good any damage, will arrange the necessary insurance cover and will make a donation to the Oborne Playing Field Management Committee.
04.40 The following items were raised for next meeting’s agenda
04.40.1 Affordable housing and release of land
04.40.2 Footpath management
04.40.3 New council representative on Sherborne TAG
04.40.4 Crime & Disorder Reduction Partnership questionnaire.

The meeting declared closed at 8.40 p.m.

Open Forum: The following items were discussed: Crime & Disorder; The local Ranger Project.

The next meeting of Yeohead & Castleton Parish Council is scheduled for Thursday 4th November 2004 at 7.30 p.m. at Oborne Village Hall. At this meeting the budget and precept for 2005-06 will be agreed.
