Yeohead & Castleton Parish Council

Minutes of the extraordinary meeting held on Friday 23rd April 2004 at 7.30 p.m. at Oborne Village Hall.

Present: Councillors J Sherburn, E. Buckland, P Fry, P Hunt J Mason. Clerk Fraser, 23 members of the public and WDDC Councillor R. Gould

  1. Apologies for absence were received from Councillors Mrs R Dimond & Mrs J Oliver
  2. No declarations of interest in any items on the agenda were made.
  3. Yeohead and Castleton Parish Council objects to application 1/E/04/000571 (Grange, OBORNE – erect extensions and carry out alterations) as currently presented for the following reasons:

The parking provision presently available is far from adequate to meet the use of the premises that would result from this extension. The parish council believes that to continue with this application while the parking position is unresolved would lead to parking on narrow village roads, regardless of the placing of “no parking” signs.

The road access to the Grange is unsatisfactory at present. The proposal to direct traffic down Farm Hill is not feasible as this is a single-track road, often muddy and icy in winter, with very few passing places. The road through Oborne village is narrow and function traffic in the past has created a nuisance to many residents.

The enlarged building appears to the council to be out of keeping with the scale of the conservation area in which it lies, and the parish council believes that, while they have no objections to the proposed building connecting the main house with the annexe, the function suite would be more appropriate if limited to a single storey.

It is vital that the sewage system at present, regardless of this proposal, be upgraded to cope with the usage level of the facility. There are still unpleasant sewerage smells emanating from the existing system and complaints of some pollution of the watercourse.

The Parish Council appreciates that the use of a function room will be a considerable improvement on the use of marquees, as in the recent past, but recommends that the developer considers installing triple glazing to eliminate even further any possibility of disturbance of neighbours.

Councillors should note that the advice from DAPTC is that, whenever the council has suggestions etc., the recommendation to the District Council should always start with the fact that the council objects to the application.

There being no further business the meeting was closed at 9.20 p.m. (The period from 7.35 p.m. to 8.45 p.m. was a public forum.)
