Yeohead & Castleton Parish Council

Minutes of Meeting held at Oborne Village Hall on Thursday 1st July 2004 at 7.30 p.m.

The following were present: Councillors Sherburn, Buckland, Dimond, Hunt, Mason, Mrs Oliver, Clerk Fraser, District Councillor Gould, 2 members of the public.

04.11 No apologies for absence were received.
04.12 Declaration of interest in items on the agenda: None
04.13 The minutes of the meeting held on 6th May 2004 were confirmed and signed by the Chairman as an accurate record.
04.14 Matters arising:
04.14.1 Clerk reported on further correspondence with Andy Lloyd about using redundant farm buildings for housing. Matter to be left until further information available. (Minute 04.09)

04.14.2

Clerk reported on Government reply to query concerning Local Authorities (Members’ Allowances) (England) Regulations 2003 – regulations will be amended to allow travel and subsistence expenses to be paid to co-opted members, and councils will be able to backdate to December 2003; The restriction of payment of basic allowances only to elected members was a deliberate policy decision. (Minute 03.74)

04.14.3

The Chairman reported on his meeting with the Head of the nursery school in Poyntington about the problem of speeding along the Oborne-Poyntington road. It is not yet clear on whether matters have improved.
04.15 Mrs Karin Limer was co-opted in her absence to the council representing Oborne and Council agreed to arrangements made for signing her declaration of acceptance of office.
04.16 Council agreed to WDDC proposal to regard the Terrace Playing Field as a facility of Sherborne for possibly spending some section 106 funding on enhancing the recreational facilities of the town.
04.17 The financial report for the year to date was received.
04.18 Council approved the statement of assurance for the annual return for the external audit, which was duly signed by the Chairman and clerk.
04.19 Payments in accordance with budget were approved: Clerk salary £195.85; Hire of Oborne Village Hall £15.00; SLCC – Clerk’s manual 2004 £24
04.20 Planning applications dealt with since last meeting:
04.21.1 Grange Hotel, OBORNE granted permission to fell 6 conifers adjacent to conservatory
04.21.2

Vale View Farm, OBORNE – excavate slurry lagoon, extend parlour building & erect cow cubicle house. Recommend approval

04.21.3

Furlong, POYNTINGTON – erect garage block and relocate ex-stables. Permission granted

04.22

Council received the completed parish plan and accompanying action plans, and decided to set up a working party of Cllr Mason and the clerk to draw up a plan of action programme to present to the September meeting

04.23 The following reports on meetings attended were received:
04.23.1

The Chairman reported on the DAPTC Central Area Committee

04.23.2 Cllr Mrs Oliver reported on the Sherborne & Yeovil Countryside Project: the next step will be the setting up of a steering group to seek funding.
04.24 The list of other correspondence received by Clerk was noted.
04.25 The following items were raised for next meeting’s agenda
04.25.1 A question was raised as to whether all the planning conditions for the golf course car park had been fully complied with. Clerk to follow up.
04.25.2 The Chairman raised the matter of the state of the river in Oborne. DCC will discuss issue with owners of Grange Farm, Oborne. The Chairman will report on progress at the next meeting.

The meeting declared closed at 8.09 p.m.
